
How will South Carolina allocate its delegates?
South Carolina was punished for moving its primary up. It’s delegate count was cut in half. It now has only 24 delegates instead of 48. Will they use a different method for allocating their delegates? Or will the use the same method of allocating some for the winner of each district and winner take all for the at large candidates?
This is still an open question as of today. But the exact number of delegates will not be decided before the convention. The division of the state delegates is usually determined by the state party, not the national party. There is a possibility that the state may credential “provisional delegates”, pending a final determination of the convention as to the exact number who will be seated and allowed to vote. (They always have both regular delegates and “alternates”–extra seats with attendees who step in if one or more delegates is sick or absent.)
There are reports from several major news sources that if the Democratic National Committee continues their plans to “punish” states that moved their primaries up by reducing their number of delegates, those states will file a challenge in the Party credentials committee, and then if they lose there, will take the objection to the floor of the convention for the entire convention to vote on the challenge. (Michigan has sent a letter stating that as a fact.) The last time this sort of thing erupted in a party convention was in the 60′s, when protesters of several southern states filed protests over racial discrimination in the selection of delegates. It was a long and nasty sight on television, so expect there will be some compromise to prevent any display of “disharmony” before the tv cameras.
